How Louth compares with the other councils

Refusals are more common in Louth than in most councils. It ranks 21st of 30 on the share granted, 4 points below the median council (90%). A typical decision comes faster than at the median council: 51 days against 55. Some files drag on: one decision in ten took more than 240 days, about 5 times the median wait.

The register records a request for further information on 40% of all the decisions it records, in line with the median council (39%). One-off houses fare worse than other applications: 76% of the 143 decisions flagged as one-off houses were grants, 11 points below the council's overall share.

The number of applications has held steady: 1,100 in 2019 and 1,025 in 2025. The busiest full year was 2021, with 1,547 applications; 20 of the 31 councils peaked in that year.

What Louth reported for 2025

Louth's return is spread across many small groups once dwellings (405) are set aside: social-use buildings (38), commercial premises (36), industrial sites (33), government, health or education projects (23) and farm buildings (20), none of them far ahead of the others. Refusals reached 68, 58 of them for houses and 4 for industrial projects, the fourth-highest industrial refusal count. The council ruled 111 applications invalid and decided 468 within 8 weeks. Louth's industrial count is the sixth-highest in the returns and its public-building count joint 8th. Civil engineering and other functional categories are at zero. Outside housing and industry, refusals were scattered: 2 commercial, 1 public, 1 farm and 2 social-use projects. Since its 2021 peak of 1,547, Louth's filings have stayed in a narrow band, between 1,019 and 1,050 a year. On applications decided within 8 weeks, Louth is ahead of Kilkenny and Cork City, which have larger returns.

These figures come from each council's annual return to the Department of Housing, Local Government and Heritage: applications received in 2025, decisions to refuse and other measures, published under a CC BY-SA 4.0 licence. An application that fits several categories is counted in each, so the categories do not add up to a number of applications, and the Department notes that councils may have read its guidance in slightly different ways.
