What Offaly reported for 2025
Offaly's 325 invalid applications are high next to its category counts of 375: 10 councils ruled more applications invalid, while 23 had larger category totals. Dwellings lead with 276, followed by farm buildings (32), social-use buildings (20) and industrial sites (19). Commercial premises are few, 4, the joint lowest count. Of 28 refusals, 25 concerned houses. Other functional categories (13) and public buildings (11) are smaller groups. Refusal counts outside housing add up to 3, and 214 applications were decided within 8 weeks. Offaly's count of one-off house decisions in the register is the third-highest, after Clare and Galway County. 2025 edged past Offaly's previous high of 816 filings in 2021, with 832. Offaly ruled more applications invalid (325) than it counted dwelling applications (276). Offaly's growth in filings since 2019, 36%, is the sixth-largest among the councils. Offaly's 19 industrial sites come joint 11th nationally, ahead of several larger councils.
These figures come from each council's annual return to the Department of Housing, Local Government and Heritage: applications received in 2025, decisions to refuse and other measures, published under a CC BY-SA 4.0 licence. An application that fits several categories is counted in each, so the categories do not add up to a number of applications, and the Department notes that councils may have read its guidance in slightly different ways.
